DESCRIPTION

The UC San Diego Health Director of Transformational Healthcare is responsible for providing overall direction and leadership of system-wide improvement initiatives. Specifically targeted at enabling and accelerating the development of a culture of continuous improvement to identify, prioritize, implement, and share best practi ces in alignment with institutional priorities. This position will establish this culture of continuous improvement by utilizing traditional concepts such as lean, six sigma, and operational excellence, as well as conceiving and implementing new innovation frameworks that enable and accelerate towards the achievement of institutional goals. This position will also be responsible for leading culture development within their team and the larger organization as well as leading and implementing change effectively and inclusively. The Director provides leadership and supervision of the Transformational Healthcare team.

Under general direction from the Executive Director of Transformation, the incumbent will establish and maintain strong relationships across all areas of the organization and with members of their senior management teams. This position is responsible for leading/ overseeing programs and projects that require the highest level of business, process, financial and technical analysis, and the creation of new operational models. The improvements implemented by the Director resulting from this analysis and the subsequent recommendations will directly contribute to major objectives or the resolution of complex issues by addressing pressing needs at the institution-wide level.

Recognized as an expert organization-wide, the Director has significant impact and influence on organizational policy and program development. Regularly leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. Directs programs with organization-wide impact (or may have impact beyond the University) that include formulating strategies and administering policies, processes, and resources. Significant barriers to entry can exist at this level.

Independently uses and applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning on projects that typically have organization-wide impact. Understands business needs and how systems, both technical and nontechnical, can support those needs. Having wide-ranging experience, uses organizational development concepts and organization objectives to resolve the most complex issues with organization-wide impact or great political sensitivity, where analysis of circumstances and information requires an in-depth evaluation of factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Internal and external contacts often pertain to organization plans and objectives. Is considered a subject matter expert of the organization and often recognized as an expert externally in the industry.

Key Responsibilities:
- Performs the most complex and advanced analysis techniques, understands past performance and determines present and future performance and/or resource allocations.
- Lead process improvement efforts to address organizational priorities that will result in significant impact to quality improvement, patient experience, financial sustainability, health equity, employee morale, and access to care.
- Exercises wide judgment in selecting and developing methods, techniques and evaluation criteria for obtaining appropriate results and resolution of organizational effectiveness issues.
- Assesses highly-complex situations and navigates change strategically using fundamental change management skills/processes.
- Develops unique process improvement opportunities in order to develop solutions, works with clients, usually senior leadership or their staff to address issues and implement solutions in alignment with strategic goals.
- Provides collaborative leadership and consultation, strategic planning, design and facilitation, and high-level project management on complex, multi-faceted problems to achieve strategically aligned solutions.
- Manage department portfolio of work and responsible for ensuring the quality of the Transformational Healthcare Team's impact reporting and progress reporting.
- Leads cross-functional teams to solve highly complex organizational issues.
- Guides and advises less experienced organizational consultants. Directs and guides subordinates in interactions with leadership groups, systemic initiatives, individual leaders, departments and committees across organization in the endeavor to achieve organizational improvement, including the DES Champions, the UC Health Community of Best Practice, the UCSD Process Palooza efforts, Lean Bench, UCSD/ Extension scholarship committee, the Transformational Healthcare Steering Committee, and various leadership committees as needed.
- Provides leadership, direction and managerial oversight to the Transformational Healthcare Team, including allocating team members' time to priority work, day to day management, and managing department operations to meet budget.
- Responsible for developing and managing the Transformational Healthcare Training Program, including relationships with consultants and vendors.
- Other duties as assigned.

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in organizational development, business administration, human resources or related area and seven or more years of relevant experience; or equivalent combination of experience, education and training.

  • Thorough knowledge of the organizational development and effectiveness field, theories, models to assess, design and implement customized organizational interventions.

  • Black belt or equivalent lean leadership experience.

PREFERRED QUALIFICATIONS
  • Advanced Degree in business, industrial engineering, healthcare leadership, or other relevant field.
  • PMP or equivalent Project Management experience.
  • Experience with lean culture development in large scale organizations.
  • Experience serving in a leadership position at a director level or equivalent.
  • Relevant experience in a healthcare environment, ideally within a large, complex health system.
  • Exceptional communication skills and ability to build a rapport with all stakeholders to influence and affect change.
  • Current UC San Diego or UC San Diego Health employee.
SPECIAL CONDITIONS
  • Must pass a background check.
  • Must pass a pre-employment physical, drug screen and TB test.
  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $128,800 - $252,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $61.69 - $120.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
