Primary Purpose:
Acts as the Subject Matter Expert for the California Telecom Act as it pertains to third party attachments to SDGE's infrastructure to assure and maintain compliance with CPUC requirements. Negotiate methodology, rates, pricing for joint use contracts with communications companies (Pole, Distribution/Transmission, Underground Joint Trench, Antenna, Ancillary attachments). Plans and conducts engineering and operational studies of Joint Utility projects.
Duties and Responsibilities:
- Supervises, manages, and implements new technological initiatives for SDGE's joint pole attachment program. Negotiates and develops new contracts to capture additional miscellaneous revenues. Works with regulatory and legal department to ensure contracts meet CPUC and other regulatory standards. Ensures accuracy of data to conduct comprehensive analysis of third party telecommunication attachments, costs, and business processes.
- Advises supervisors from SDGE and from communication companies on proper procedures for compliance. Conducts field work to ensure compliance of joint pole attachments. Serves as the liaison between Electric Distribution Construction and Operation Centers and telecommunication companies. Formulates strategies for implementation of new or changed SDGE constructions standards or CPUC requirements as it relates to telecommunication technologies. Issues communications on the effects of new regulatory proceedings.
- Plays an essential role with the sundry activities governed by SEU that involves billing to third parties and describes related business controls required to perform these activities. Manages collection of revenues, reviews and monitors invoices in arrears.
- Processes and completes all CPUC Electric Distribution Incident Data Requests in a timely manner.
- Project leader for Annual CPUC Reports - Electric Load Curtailment Report, General Order 166 Emergency Response Detailed Procedures Report. Project involves meeting with various supervisors and analysts to obtain accurate data.
- Performs other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Bachelor's Degree Economics, business, engineering, accounting, or a related field of study.
- 5+ related years of experience or equivalent training and/or experience.
- Must be proficient in data collection, analytic and written skills are required as well as excellent communication and interpersonal skills.
- Must understand the utility/design construction business and have the ability to see the "big picture." Must be able to communication complex information in a clear and concise manner.
- Have strong computer skills and thorough knowledge of Microsoft Office applications Word, Excel, PowerPoint Access, GFMS GIS.
- Must have strong project management skills and the ability to balance multiple priorities.
- Must demonstrate creative thinking and personal initiative and have the ability to handle the demands of an intense work environment.
- Effectively work with team members of varied backgrounds and skills.
- Strong communication, presentation, analytical and leadership skills are required.
