Primary Purpose:
Acquire land rights on new business jobs and major projects that require an intermediate level of experience and expertise in acquisition matters. Review, direct, and approve work done by contracted right-of-way agents. Negotiate acquisition of easement rights, temporary or permanent, with private and public landowners. Provide guidance and training to internal client groups and consultants. Review appraisals that lead to Fair Market Value (FMV) offers of compensation and support the Legal Department in eminent domain cases and on major project land related matters.
Duties and Responsibilities:
- Negotiate with landowners/attorneys for the acquisition of land rights for all distribution and transmission type projects and lends support on complex projects. Prepare easements, to include writing legal descriptions, and various real estate agreements including permits, consents, rights of entry and licenses. Review appraisals for purchases of land rights. Interpret, review, analyze and explain job sketches, maps, design plans, and routing issues. Analyze existing property rights, ownership and resolves title issues with customers. Work with and support the Legal Department in condemnation proceedings and filings. Coordinate the preparation of right-of-way maps, property descriptions, exhibits, design plans, and photographs used in the acquisition and condemnation of property.
- Provide training support and development for less experienced agents. Provide training support on SDG&E land service support systems and company specific deliverable expectations to Right-of Way client groups, consultants, and customers. Development of right-of-way job aids for internal employee development and consultants and other services documentation needed to perform right of-way services to meet process and deliverable expectations.
- Perform other duties as assigned (no more than 5% of duties).
Hybrid Schedule:
- Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
- Must reside in Southern California or be willing to relocate upon hire.
Required Qualifications:
- Associate's Degree in Real Estate or other rights-of-way industry related field; ex City Planning, infrastructure development.
- 3 years of experience in right-of-way acquisition or 5 years of experience in related fields involving any combination of the following: right-of-way agent position, acquisition of land rights for a utility company, title examination, land surveying, survey drafting, preparation of legal descriptions, sale of real property.
- Ability to deal professionally and diplomatically with landowners, agencies, municipalities, the general public, and Native American tribes (preferred), to negotiate land acquisition agreements, easements, and other types of land rights.
- Effective oral and written communication skills and ability to read, write and comprehend both verbal and written instructions.
- California Notary Public Commission.
- Ability to meet with Customers and Clients virtually and in person, if needed.
- Ability to perform site visits for job walk reviews or to meet with Customers in the field. May include walking over different terrains.
- Analytical ability and judgment
- Ability to determine land rights to be acquired and the degree of protection required.
Preferred Qualifications:
- Bachelor's Degree Real Estate or other rights-of-way industry related field; ex City Planning, infrastructure development.
- Knowledge of real estate principles, legal practices, and procedures, survey mapping, and title examination normally acquired through college level courses.
- Active Real Estate license, preferred (within one year of hire required).
